Head coach Andrew Douglas has Joshua Hrstich as captain. Hrstich plays for the Hong Kong Football Club. The 33-year-old plays as a winger. He comes from New Zealand.

It is worth noting that Hong Kong will most likely make its Rugby World Cup debut in Australia in 2027. The expansion from 20 to 24 teams has favored Asia, with the Asian winner automatically receiving a place. Japan has already qualified based on its 2023 results.
